Inland Wetlands: Enforcement Official Notes Progress on Troubled Building Site

The Inland Wetlands Commission conducted their monthly meeting on Thursday April 3, 2025, at 7:15 PM, at the Goshen Town Hall and via Zoom. Present were Chair Lorraine Lucas, Commissioners Devin Stilson, Matt Wheeler, Dante Malanca, Andy Savage and Adam Andrusia. Enforcement Officer Spencer Musselman was also present. Vice Chair Ray Turri was excused.

Old Business:

Jarrett Mazza, Hageman Shean Road, lot 021, presented a new copy of the Site Plan for his request to build a new dwelling with an attached garage on the cited property. There were no changes to the plan other than the addition of a stockpile. A gravel driveway closest to the wetlands already exists. After confirmation of the correct site plan (2/24/25) the application was unanimously approved by the Commissioners.

Inland Wetlands Enforcement Officers Report:

Officer Spencer Musselman’s review included approval of tonight’s old business and the issuance of a permit transfer to Edmond Meto for lot 783, Cornwall Drive from Rebecca C. Godson.

Enforcement correction at Lot 458, 205 East Hyerdale Drive demonstrate improvements 1) reduction of the stockpiles at the front of the road and 2) added erosion control including haybales. Spencer noted that a foundation wall collapsed, the house had to be jacked up and the foundation restored. The stockpile in the back of the house will be used for backfilling. The Erosion controls along the boundaries were also fixed. Spencer was scheduled to be onsite the following Saturday to confirm. Spencer and Garret, Public Works Supervisor, clarified to Mr. Lu that the ditch needed to be cleaned, and the crushed culvert repaired prior to releasing the bond. (Note: The site has also been the subject of complaints of violations to the Woodridge Lake Environmental Control Committee for alleged violation of the Association’s “Unsightly” rules. A hearing was scheduled for April 12^th.)

Several complaints were received for 54 Bare Hill Road.  Spencer didn’t see any initial violations for the area that Gary Stango Jr is clearing. He is working in accordance with the approved plan. However, Spencer will revisit as he received another complaint since his last visit.

Spencer will continue to work with Richard McCarty at 181 E Hyerdale (shoreline stabilization) and look for solutions to a water course basement flooding issue at 509 E Hyerdale.

The Enforcement Report was unanimously accepted.

Other Business Proper to Come Before the Commission:

Commissioner Stilson wanted clarification for 777 North Street. The property came up at the last Planning and Zoning meeting. Spencer indicated that there’s no impact on Inland Wetlands. Commissioner Stilson wanted to know why that is his position. Spencer clarified that at this time no paving was requested, and the footprint remains the same. So, there is no disturbance to any regulated areas. Commissioner Stilson thought the car club requested permission to pave but that was not in their plan.
