In the First Selectman’s Update Report, Raap explained that the Connecticut Department of Transportation anticipated a 9% increase in traffic by 2029, with an additional 13% increase over the next 20 years.

“We know that our roads can’t handle what we have today,” Raap said.

She reported meeting with the CTDOT regarding a walk audit of Lakeview High School. “Your Speed” signs will be installed on Route 202 in both directions as vehicles approach the school. Information collected from the signs could help justify the installation of speed cameras if a future public hearing supported them, Raap explained.

Raap reported attending a meeting focused on speed camera programs with the following Connecticut towns being approved: Greenwich (10 cameras), Marlborough (1), Middletown (3), Milford (9), New Haven (15), Stratford (3), Washington (3), and Wethersfield (4). Beacon Falls, Fairview, Hamden, and Stamford are currently under review, Raap explained.

Litchfield received a Sustainable Materials Management Round 2 Grant for $100,000 to start a voluntary “Pay-As-You-Throw” one-year pilot program at the recycling center. The Waste Reduction Committee was slated to begin discussing the program with Waste Zero, which would be the administrator of the grant, with plans to have it rolled out after July or September, Raap explained.

Raap read a Citizen of the Month proclamation, honoring Robert Blazek for "outstanding service,” including “faithfully” serving “the town of Litchfield for nearly three decades,” “demonstrating unwavering commitment, leadership, and dedication to the betterment of our community.” He served on several boards and commissions, including the Board of Selectmen and leading the Inland Wetlands Commission as chairman.

Regarding Region 20, Zullo requested Raap obtain an update from Superintendent Dr. Jeffrey Villar on the ad hoc committee for facilities, while Tenney asked for an update on the invoices requested by the committee. Bongiorno requested Raap schedule a meeting with Villar to discuss options for the parking lot at Lakeview High School.

New business addressed during the meeting included potentially installing “no parking signs” at High Bridge Road near Greenway Trail, which is still under construction, at the suggestion of a resident. Tenney suggested that other residents of the road be asked to see if they are interested in having signs installed. The Board agreed to table the item until after completion of the trail — potentially in spring — to see if parking is a concern.
