Goshen Inland Wetlands and Watercourse Commission

Correction to the Goshen Inland Wetlands Commission Meeting on 07/02/2026: An article regarding the application for 46 Town Hill Road incorrectly stated that the Commissioners voted unanimously to approve the application. In fact, Chair Lucas and Commissioner Stilson voted against the application. We regret the error and apologize for the incorrect information.

Present: Chair Lorraine Lucas, Commissioners Devin Stilson, Adam Andrusia, Ray Turri and Matt Wheeler. 

Dante Malanca and Vice Chair Tom Stansfield were excused. 

Public Hearing – Ike's Auto Body, 225 North Goshen Road:

The public hearing for Ike’s Auto Body, located at 225 North Goshen Road, continued. Chair Lucas stated that she had nothing new to report and that the matter is now in the hands of the Town Attorney and the show cause hearing will continue next month.  Enforcement Officer Marissa Wright confirmed that she also had no new information and stated that she had followed up but received no response. A question was raised regarding the status of the property flagging. Lucas explained that the property had only been partially flagged. She stated that the incomplete flagging, along with the lack of follow-up, are the reasons legal involvement is now necessary. The Commissioners voted unanimously to continue the public hearing at the Sept. 3, 2026, Inland Wetlands Commission meeting.

Old Business:

54 Tyler Lake Heights – Thomas Mariano for Nicole Mariano: Reconstruction of a retaining wall along the lake to address unsafe, collapsing steps and prevent soil erosion into the lake. The owner was not in attendance to answer the Commissioners’ questions regarding new information submitted since the previous meeting. The Commissioners’ questions concerned the proposed use of equipment, the size of the gravel, and the type of filter fabric. Wheeler confirmed that the project has not yet commenced. The Commissioners voted unanimously to deny the application pending submission of complete and corrected documentation. 

84.5 Sandy Beach Road, Matthew Perry for Barbara Beebe and Suzanne Beach

Application: Install a holding tank: Perry reviewed the application. Perry confirmed nothing changed since the acceptance of the application. The 1,000-gallon tank is for holding gray water. There are no leaching fields. The Commissioners voted unanimously to approve the application. 

New Business

316 Sharon Turnpike – Richard Bette for Abby and Jonathan Yvon – Enclosure of Existing Deck, New Deck, and Mudroom Entry: Bette explained the proposed project, including the existing house, garage, and outdoor staircase. Discussion included the nonuse of equipment, hay bales, silt fencing, and the proposed new deck on piers. Due to the project involving the septic system, approval from Torrington Area Health is required. Wright stated the proposal is straightforward with no major concerns, except ensuring the catch basin is adequately protected. Following review, the Commissioners voted unanimously to accept the application.

Enforcement Officer Reports 

24 Stonebridge Road, Michael and Mallory Ditter – Construction of one 60- foot by 30-foot residential accessory sports court within Goshen’s 200-feet upland review area. Work consists of turf and organic removal, minor upland grading, placement of clean fill depth less than 18 inches, and installation of a drain through semi permeable court assembly within a max of 2,800 square feet envelope. The Commission reviewed the application; Enforcement Officer Wright expressed no significant concerns. A site visit was completed, and the applicants were advised regarding erosion control measures. A second site visit will be scheduled.

126 E. Hyerdale – July 2026, report was reviewed by the Commission with a brief discussion on the propane tanks within the regulated area.  Stilson expressed his approval of the report and the accompanying pictures. Commissioners approved the Enforcement Officer report.

Correspondence: 192 Kubish Road correspondence was reviewed under ZEO report. 

Other Business: The new wetlands application was briefly discussed. Lucas will approach the Board of Selectmen regarding an increase in fees. Wheeler expressed concern about the spraying of knotweed with herbicides near watercourses, stating that such practices are not acceptable for residents and that the town should not be engaging in them. A discussion followed. Wright stated that she would speak with Mr. Harlow about the concern.
