Goshen Inland Wetlands Commission

Present: Vice Chair, Tom Stansfield, Commissioners Devin Stilson, Dante Malanca, Matt Wheeler, Adam Andrusia and Ray Turri. Enforcement Officer Marissa Wright was also present. Chair, Lorraine Lucas was excused.
Ike's Auto Body, 225 North Goshen Road, Public Hearing: The session commenced with Commissioner Tom Stansfield questioning how seriously Ike's Auto Body is taking this matter, as no representatives were present at the hearing.
Stansfield stated that he believes the applicant has mapped the wetlands; however, no evidence has been provided to the Commission. Without that information, the public hearing cannot proceed. Stansfield's research indicates that wetlands may exist within 200 feet of the property line. He will meet with the First Selectman and the town attorney to request that a letter be sent to the property owner.
The Commissioners voted unanimously to continue the public hearing at the July 2 Inland Wetlands Commission meeting.
698 North St. -- In old business, Lee Rimbach reviewed with Commissioners his application to construct a 50-foot by 120-foot storage building at 698 North St. within the 200-foot regulated area. He had presented plans at the previous meeting and now reported that no changes had been made to the proposal. Enforcement Officer Marissa Wright visited the site and worked with Rimbach to clarify that there would be no stockpiling of topsoil on the property.
The Commissioners voted unanimously to approve the application.
Devin Stilson commented on the incompleteness of most applications. Wright responded that efforts are being made to improve the application process.
21 Breguet Road -- In new business, Matthew Perry on behalf of John O’Leary submitted an application to install a holding tank. Plans for the tank at 21 Breguet Road were prepared by Colby Engineering. The application included state approval documentation and erosion control measures. Following review, the Commissioners voted unanimously to accept the application.
17 Lake Shore Drive -- Matthew Perry submitted an application for 17 Lake Shore Drive on behalf of Mark Wasdo for installation of a holding tank for sewage disposal. The application materials included approval from the Torrington Area Health District. Following review, the Commissioners voted unanimously to accept the application.
46 Town Hill Road –- Ryan Russo presented an application for Mark and Miriam Nelson for reconstruction of a waterfront boathouse; construction of a cart path from the main house to the boathouse; construction of a level seating area adjacent to the boathouse; and removal of dead and hazardous trees. Russo provided detailed information regarding the proposed project, including wetland delineation and the construction plan.
The Commission discussed the placement of the septic tank and the need for appropriate erosion and sedimentation control measures. Enforcement Officer Wright stated that she had met with the applicant and had no concerns regarding the application. Following review, the Commissioners voted unanimously to accept the application.
54 Tyler Lake Heights -- Thomas Mariano for Nicole Mariano presented an application for reconstruction of a retaining wall along the lake to address unsafe, collapsing steps and prevent soil erosion into the lake. Mr. Mariano described the existing condition of the wall and steps, noting their deterioration and instability. He outlined the proposed reconstruction plan, which includes the use of rubble stone and granite materials to stabilize the shoreline, rebuild the wall, and reduce erosion into the water.
Following review, the Commissioners voted unanimously to accept the application.
130 East Hyerdale Drive –- Kade Courtois on behalf of Michael and Leya Edison presented the application and proposal that includes the remodeling of the existing deck and patio area, construction of a concrete slab for a new sunroom, reconfiguration of the deck, installation of new custom-fabricated curved metal stairs, and stone veneer work on existing walls and newly proposed steps.
As part of the presentation, Courtois reviewed the wetlands and watercourses survey reports, along with the associated plans and drawings. The project will also incorporate a new rain garden. Following discussion, the Commissioners voted unanimously to accept the application.
114B Town Hill Road -- Stansfield moved to add 114B Town Hill Road, Joseph and Jessica Welsh, extension of permit #21-11W to construct driveway with associated drainage, replace footbridge over river, plant trees in review area, and future dwelling and septic. The motion was seconded and carried. The permit extension then was unanimously approved with conditions to remain the same as original permit good for five years.
44 Bently Circle – Regarding Joseph and Veronica Alicata and an original permit 25-W8 for a new home within the regulated area, the proposal to change this to Agent Determination due to the home being moved 10 feet further from the regulated area was discussed with the commissioners.
In other business, the Inland Wetlands Enforcement Officer Report for June 4 was reviewed by the Commission with a brief discussion of 192 Kubish Road. The Commissioners approved the Enforcement Officer report.
