Goshen Inland Wetlands & Watercourses Commission:

Present: Chair Lorraine Lucas, Vice Chair Tom Stansfield, Commissioners Devin Stilson, Dante Malanca, Matt Wheeler, Adam Andrusia and Ray Turri. Enforcement Officer Marissa Wright was also present.
Public Hearing:
- The Public Hearing for Ike’s Auto Body, 225 North Goshen Road, commenced with a recap by Ms. Lucas of events to date. No representatives from Ike’s Auto Body were present at the meeting. However, an email was received stating that they are in contact with Martin Brogie, Principal Scientist, and that a date for a site visit will be provided once he is available. Brogie is an independent Connecticut Licensed Environmental Professional (LEP) and Soil Scientist. Ms. Lucas reported that she had researched Mr. Brogie and approved of his qualifications. She also expressed disappointment that representatives from Ike’s Auto Body did not attend the meeting and have not yet provided all requested information.
During discussion among the Commissioners, Mr. Stansfield stated that he would like to see the results of the wetlands flagging, while Mr. Wheeler wants to know what had been buried on the property. The wetlands flagging is considered important in determining whether the property falls within the Commission’s jurisdiction. The Commission expressed disappointment regarding Ike’s Auto Body’s absence and requested that Enforcement Officer Wright send a letter outlining the required actions and informing them that the Public Hearing will close in June.
The Commissioners voted unanimously to continue the Public Hearing at the June 4, 2026 Inland Wetlands meeting.
Old Business:
- Carolyn and Gary Wartels, 51 Paxton Court submitted a permit to rebuild, extend deck, and screen existing enclosures. As no one representing the Wartels was at the meeting the Commissioners tabled any discussion as they have questions about the application.
The commissioners voted unanimously to table discussion about the application until the June 4 meeting.
A motion was made and unanimously passed by the Commissioners to add to the New Business agenda 698 North Street for a new storage building and 181 Bentley Circle, requesting an Agent Determination.
New Business:
- 698 North Street, Lee Rimbach, build a 50 X 120 storage building with the 200’ regulated area: Mr. Rimbach presented plans for a new structure on his property. The proposed building will be located approximately 100 feet from the wetlands. There is a significant elevation change at the rear of the building site, with an estimated 5- to 10-foot drop toward the wood line.
Enforcement Officer Wright visited the site, and discussion took place regarding mitigation of potential environmental impacts. Mr. Rimbach stated that he will install native vegetation, construct a berm around the property, and add a swale in the back corner to assist with stormwater management.
The structure will be used for cold storage only, with no equipment storage, and will have a dirt floor. Mr. Rimbach also indicated that wattles will be installed for erosion control.
The Commissioners voted unanimously to accept the application.
- Lot 06-006-092-00 Bentley Circle, Alicata Trust, requesting Agent Determination: Mr. Charter the Alicata’ s Construction Manager requested an Agent Determination to move the house 10’ closer to the road. There is no setback impact. The Commissioners are fine with moving to Agent Determination and request that all stipulations from the original permit be carried forward. Enforcement Officer Wright will visit the site.
Agent Determination: 260 East Hyerdale Dr, Ed Dutka for Woodridge Lake Property Owners Association, remove two small sections of cracked asphalt leading to community boat docks and replace with pavers.
Inland Wetlands Enforcement Officer Report: The May 7 report documented site visits, and follow up of ongoing projects, all were briefly mentioned by Enforcement Officer Wright.
The Commissioners approved the Enforcement Officer report.
