After the board approved the regular meeting minutes from December 16, 2025, a Litchfield resident requested an update regarding participation by a Litchfield Board of Finance member in Region 20. Raap explained that a finance committee would need to be created by the Region 20 Board of Education, a request Raap submitted on December 11, 2025, to Superintendent Jeffrey Villar and Board of Education Chair Tiffany Parkhouse who were reviewing it at the time of the meeting.

“I don’t see any pushback on it,” First Selectman Raap said, before adding that she would follow up with the superintendent and chair.

Park and Recreation Director Michael Lyn Cappello provided updates on an electronic gate at Town Beach that is now operating with key fobs. The cost for members is $20 per fob — residents over the age of 65 will only need to purchase it once, while those under 65 will pay a $15 annual renewal fee. Replacement fobs are $50. Instructions for access will be provided to the firehouses.

“They’re seeing it as positive,” Cappello said of the response from residents. A camera will be installed to help monitor the area, for things like theft and vandalism.

Zullo gave an update on construction on the Litchfield Volunteer Ambulance building, which, he said, anticipated to have windows and doors installed the next week. The goal is to have a Certificate of Occupancy by June 2026. 
In her First Selectman Update Report, Raap explained that Litchfield’s new system — RingCentral — can now be used for virtual meetings instead of Zoom, which allows chairs of boards, committees, and commissions to be added as members so they can host their own virtual meetings, as long as the meeting link is posted on the agenda.

The board — in a proclamation read by Zullo — recognized and honored Brett Seamans (supervisor of Public Works) for demonstrating “outstanding dedication, leadership, and care of the community through his service to the town.” Seamans, according to the proclamation, reflects a “deep personal investment in the town of Litchfield and a strong sense of pride in the place he calls home.”

First Selectman Raap motioned to add Connecticut Department of Transportation presentation dates onto the agenda under old businesses. The board agreed to provide CTDOT March 31 as the date for a public hearing, providing space is available at Litchfield Intermediate School.
