Problems Persist at Goshen Library

GOSHEN, CT — A former employee of the Goshen Public Library has filed a formal complaint with the Connecticut Commission on Human Rights and Opportunities (CHRO), alleging she was harassed, discriminated against, and ultimately forced out of her job because of her race and gender. The complaint, filed by Thy Ho, an Asian-American woman and town resident, has been obtained by the Goshen News.  It details a pattern of what she calls “abuse of power” by First Selectman Todd Carusillo and discriminatory treatment under the library’s new director, Linda Benedict.

This is the latest controversy for the library.  In February 2024, Goshen became the first town in the state to ban a book, "Gender Queer" by Maia Kobabe. The book was removed from the children's section of the public library following complaints from the community. The removal occurred after a town official forwarded the complaints to the library board.  The book was eventually returned to shelves.

As far as Ms. Ho’s sworn affidavit to the CHRO, she claims she was subjected to repeated harassment and unfair treatment during her two-year tenure as a part-time library aide, which began in April 2023. She alleges that Carusillo, who also serves as the town’s human resources agent, attempted to discipline her for speaking at public meetings and for challenging what she describes as irregularities in library procedures and staffing decisions. She also claims Benedict began altering her work hours without explanation and assigning her physically demanding or menial tasks not required of other aides.  The board ultimately voted to eliminate Ho’s position and she was told her last day was April 25th.  There were no claims of malfeasance.

Another aide with decades of service resigned from the library as well, after differences with the director, the Goshen News has learned. In addition, library patron complaints have been lodged with the First Selectman, as confirmed by Goshen News.

Mr. Carusillo and Ms. Benedict each declined comment citing the advice of the town attorney.  The Goshen News will continue to follow this developing story.
